Executive Vice President
Kelly Cushman currently serves as Executive President at JDA Frontline.
She has nearly two decades of government and public affairs and communications experience. This in-depth experience includes all aspects of and tactics associated with government affairs outreach programs, political action committees and issue advocacy campaigns at the international, national, state and local levels.
Prior to JDA Frontline, Kelly was a Senior Vice President at Goddard Gunster. There she provided strategic counseling and executed grassroots and issue advocacy campaigns, including the campaign to oppose Mayor Bloomberg’s ban on soda in New York City. She also provided strategic communications, digital strategy recommendations and public opinion research counsel to clients interested in weighing in on the public policy debate.
Kelly previously served as Director of Government Affairs Outreach Programs at Altria Client Services. In this role, Kelly oversaw all federal, state and local grassroots, grasstops and campaign management tactics for Altria’s operating companies. This included managing the Political Action Committee, establishing and maintaining third party relationships and effectively establishing opportunities for consumers and other stakeholders to participate in the legislative and regulatory processes.
Kelly’s tenure at Altria followed significant experience in the executive branch, having served at the White House Office of Cabinet Affairs, the Federal Housing Finance Board and the U.S. Department of Housing and Urban Development.
Prior to this, Kelly served as a Legislative Assistant to U.S. Senator Jesse Helms where she focused on many issues of importance to state constituents including environmental and healthcare issues as well those of active duty service members and veterans.
Kelly has significant scientific experience, as well. She has a biological and environmental educational background and is a published author on the topic of Gulf War Illness. She spent time working at Walter Reed Army Hospital with recently returning Desert Storm/Desert Shield veterans and at Aberdeen Proving Ground, MD on Base Realignment and Closure issues.
Kelly grew up around the world as a U.S. Army brat but claims South Carolina as home. She graduated from Clemson University with a BS in Biological Sciences and holds a Masters in Environmental Science and Policy from Johns Hopkins University.
